"Well Done? How Oregon’s “Conjunctive Management” of Groundwater and Surface Water Can Impact Your Proposed and Existing Wells" - Presented by Caylin J. Barter

In recognition that all water is connected to a certain degree, Oregon regulates its surface water and groundwater resources as one under a system known as conjunctive management. This system prohibits proposed and existing wells from interfering with surface waters, and it presumes that wells with certain characteristics and in certain locations will cause such interference. Since their codification, the conjunctive management rules have resulted in the denial or conditioning of many new well applications, as well as the regulation of existing wells deemed to be in interference with surface water. This presentation will introduce the regulatory framework, provide current examples of conjunctive management around the state, and identify steps water users can take to keep their wells on the right side of the rules.
