Jordan Ramis has played an active role assisting local governments in all phases of Oregon and Washington’s complex land use systems. Our goal is to assist staff and decision makers in navigating the regulatory requirements. This work includes advising staff; drafting ordinances, conditions, and findings; reviewing evidence; and participating in hearings. Whether the project is drafting a zoning code or crafting enforceable conditions, our role is to be a reliable resource for those who are charged with building livable cities. When it is necessary to litigate land use disputes, the firm draws on forty years of experience handling land use cases in circuit and superior courts, LUBA, LCDC, Courts of Appeal, and state and U.S. Supreme Court. While this experience is important in effectively defending local government decisions, it also guides our advice to local governments where the goal is to produce good land use results while avoiding court battles.

As communities experience growth, changes to jurisdiction and planning boundaries are continuously happening. The firm has been active in all phases of this process, advising cities on annexation, urban growth boundary amendments, city incorporation, territorial withdrawals, district mergers, and intergovernmental agreements.
